Carlos Ortiz was a Puerto Rican former professional boxer and two-division world champion who twice held the lightweight world title through the 1960s, becoming the first Puerto Rican boxer inducted into the International Boxing Hall of Fame.

Carlos Ortiz became Puerto Rico's first two-division world champion in April 1962, dropping down from junior welterweight to take the lightweight title from Joe Brown in Las Vegas and launching a reign in which he would make ten total defences across two separate title stints. He turned professional in 1955 with a first-round knockout at Manhattan's storied St. Nicholas Arena, and after compiling a strong early record, stopped Kenny Lane in 1959 to win the vacant junior welterweight (light-welterweight) world title. After two successful defences, Ortiz made the unusual decision to drop down in weight, and in April 1962 he outpointed veteran champion Joe Brown in Las Vegas to capture the lightweight title, becoming Puerto Rico's first two-division world champion. He defended the belt four times, including a unification win over Cuba's Doug Vaillant, before losing a majority decision to Panama's Ismael Laguna on the road in 1965. Ortiz avenged the loss just months later in a rematch in San Juan, reclaiming the title and going on to make ten total defences across his two lightweight reigns — a record for the division at the time. Ortiz's second reign, and his career as a champion, ended with a split-decision loss to the Dominican Republic's Carlos Teo Cruz in June 1968. He continued fighting for several more years, suffering the only stoppage loss of his 17-year career to Scotland's Ken Buchanan in 1972, before retiring with a record of 61 wins, 7 losses, and 1 draw across bouts in ten different countries. In 1991 he became the first Puerto Rican boxer inducted into the International Boxing Hall of Fame.
